SEZ "Angren"

1. Location

FEZ Angren is located in Tashkent Region, Republic of Uzbekistan.

2. Years of operation

FEZ was established in April 2012 and was renamed into the Free Economic Zone Angren in October 2016 .

3. Current status

The investments of $89.1 million were disbursed from January to December 2017, as part of the implementation of projects in the territory of Angren. It is 57.1 percent more compared to the year 2016. Five new production facilities totalling $8.6 million were established during 2017, of which $5.1 million fell on direct foreign investments. Some 338 people in the region were employed in the new enterprises, Over 15 new projects worth more than $300 million, including $78 million in the form of direct foreign investments, were implemented in 2018 in the territory of the Angren Free Economic Zone (FEZ). 

4. Management

The Directorate of the Free Economic Zone “Angren” is a state unitary company carrying out operational management of the FEZ “Angren”. The Directorate of FEZ “Angren”:

• Registers FEZ participants based on administrative council decisions. 
• Signs investment agreements with investors and  with FEZ participants on the sale of state property at a "zero" redemption value..
• Conducts research on foreign and domestic investors for the implementation of investment projects on the territory of FEZ.
• Places investment projects approved by decisions of the administrative council based on the general land plan of the FEZ. 
• Organizes all necessary permits to connect to engineering and communications infrastructure networks on "one-window" concept.
• Controls the proper implementation of the obligations of the FEZ investors, with subsequent submission of the results to the administrative council.
• Manages state-owned real estate objects located on the territory of FEZ.
• Ensures implementation of the development program of FEZ.
• Manages state-owned real estate objects located on the territory of FEZ.
• Performs other functions for the operational management of FEZ “Angren”.

The main objectives and activities of the FEZ “Angren” are as follows:

Create an enabling environment to attract direct investments in order to set up and efficiently operate modern high-tech industrial enterprises, which will produce competitive and high added value goods for the domestic and world markets.

• Ensure an integrated and efficient use of resources of the region within the free economic zone to create new enterprises in the field of advanced processing of raw mineral resources.
• Enhance the localization processes for the production of high-tech goods based on local raw materials by establishing strong cooperation between enterprises within the free economic zone and the republic as a whole.
• Promote development and efficient use of transport, engineering, communication and social infrastructure to advance further development and intensive use of Logistics Center “Angren”.

Reasons to Invest in “Angren” FEZ :

• A special tax regime applies in the territory of the FEZ “Angren”.
• Customs privileges apply to imported machinery, spare parts and materials.
• Availability of the developed transport network and an International Logistics Center “Angren”.
• Availability of production, engineering and communication infrastructure.
• Convenient geographic location.
• Access to the markets of Central Asia and the CIS countries.

6. Operating businesses

The direct foreign investments of  $163.1 million were attracted from  countries such as China, Korea, Austria, Singapore, Russia, Great Britain, Bulgaria etc..

1). Chinese company Silutianqiao is establishing the production of aluminium panels in the SEZ Angren. It should contribute to decreasing the company’s import dependence. Organization of the production of aluminium panels in the SEZ Angren in 2017-2018 makes up 10 mln tonnes in total. The total cost of the project is 3mln USD. It is not a BRI project. 

2). Wenzhou Jinsheng Trade Co., Ltd.  focused on the production of acrylic sanitary appliances, modern lines of a full cycle of processing livestock raw materials and their secondary waste, providing waste-free technologies in the processing of leather and the production of leather and footwear products (1,000 tonnes per year); pet food and poultry feed (1,000 tonnes per year).  The components made up 1.2 mln units per year in a period from 2017 to 2018.   When organizing the production, 100 jobs were expected to be created for each of the directions.The total cost of the project is 1mln USD. It is not  a BRi project. 

3). Zibo Zhuowei Import and Export Trade Co., Ltd. has offered its products in the country since 2010. It has joined other Chinese companies to open a production line in the SEZ Angren. Its establishment contributes to decreasing the imports and adding local value to the imported products. It produces a wide range of sanitary–technical products. Details of the assembly line have not been reported. The total cost of the project is 12.1 mln USD for the period 2016-2018. It is not a  BRI project. 

4). The project envisages the construction on the site of JSC Rezinotekhnika’s (Angren) technological capacities for the production of 3 mln automobile tyres, 200,000 agricultural tyres and 100,000 running meters of conveyor belt per year. The construction period is 34 months. The total cost of the project is 156.4 mln USD. for the period 2015-18. It is not  a BRI project.
