DESCRIPTION OF THE PROJECT

The agreement on the construction of the fourth branch "D" of the gas pipeline "Turkmenistan-China" via Tajikistan and Kyrgyzstan was signed in September 2013 and construction was to be completed in 2016. At present, 3 lines of the Turkmenistan-China pipeline (lines A, B, C) have been built and are functioning with a total capacity of 55 billion cubic meters per year. The project was postponed because of volatility in the gas market in Turkmenistan. The project was not implemented on time because there are difficult conditions for its realization in Tajikistan. According to the Kyrgyz chairman on Energy and Mineral Resources, there are many passes, tunnels and rivers in the area. In addition, Turkmenistan has not yet issued a plan for the production of natural gas.

According to Bishkek agency "Kabar" with reference to the chairman of the State Committee of Industry, Energy and Mineral Resources Ulanbek Ryskulov, in Kyrgyzstan, at the end of 2019, construction of a transit gas pipeline from Turkmenistan to China will begin. The project according to plan will be accomplished by 2020. The gas pipeline will stretch across the territory of Alay and Chon-Alay regions of Osh oblast through Irkeshtam and Karamyk chackpoints.

PURPOSE OF THE PROJECT

The line D gas pipeline is designed to start from Turkmenistan, then through Uzbekistan and Tajikistan it will come to Kyrgyzstan and from there it will go to China.

Line D was supposed to carry some 30 billion cubic meters (bcm) of Turkmen natural gas annually to China. The line took a different route. Lines A, B, and C all went from Turkmenistan through Uzbekistan and Kazakhstan before reaching China. To include all the Central Asian states, Beijing decided to route Line D through Uzbekistan, Tajikistan, and Kyrgyzstan, and then into China. Within the project, it is planned that during the construction approximately 1 thousand work positions will be created, 200 work places after putting the operation. Kyrgyzstan agreed with the company that 80% of workers will be from among the local residents.
