INVESTORS SUMMARY

European Bank for Reconstruction and Development: the EBRD established to help build a new, post-Cold War era in Central and Eastern Europe. It has since played a historic role and gained unique expertise in fostering change in the region - and beyond -, investing more than 130 billion USD in a total of over 5,200 projects. The EBRD is committed to furthering progress towards market-oriented economies and the promotion of private and entrepreneurial initiatives. In Tajikistan, the Bank focuses on stabilising and rebuilding trust in the banking sector, developing private enterprises and agribusiness, improving the availability, reliability and quality of municipal services and improving the quality of energy supply, regulation and energy efficiency. So far, the EBRD has invested in 128 projects in the country by which invested 689 million Euros (equivalent to 760 million USD).

 Asian Infrastructure Investment Bank (AIIB) is a multilateral development bank with a mission to improve social and economic outcomes in Asia. Headquartered in Beijing, it began operations in January 2016 and have now grown to 93 approved members worldwide. By investing in sustainable infrastructure and other productive sectors in Asia and beyond, they will better connect people, services and markets that over time will impact the lives of billions and build a better future. This project was the first project of Tajikistan that the AIIB was involved in, but it was among the first projects that the AIIB conducted after its founding.

DESCRIPTION OF THE PROJECT

The objective of the Project is the enhancement of the connectivity and mobility along the Tajikistan segment of the Asian Highway Network and the Central Asia Regional Economic Cooperation Corridor 3. The road was built 30 years ago and is in poor condition. Moreover, it is an urban section and severe traffic congestion occurs frequently, and is thus impeding the efficiency and safety of traffic. The Project will rehabilitate and upgrade the 5 km section between Avicenna Roundabout and West Gate of the Dushanbe-Uzbekistan border road. By doing this, it will help increase national and regional trade, reduce traffic congestion, and improve road safety.

This is one of the first projects to receive funding from one of the newly established financial institutions that are intended to serve the BRI’s strategic goals: the AIIB. In June 2016, the EBRD and the recently established AIIB agreed to divide the costs to renovate the road.
