As a state-level high-tech enterprise, Risen Energy has more than 45 key business core technologies, and has established a national level photovoltaic laboratory, which is independent and received CNAS certification. The laboratory can carry out 54 project tests according to EC61215, IEC61730-2 and UL1703, and provide support for the design, development and quality control of the company and other photovoltaic enterprises.

Hi-Tech Qazakhstan Construction Company is a construction company with experienced and competent staff, who have accumulated considerable experience in the largest enterprises in the field of special, complex construction and installation works. Implementing the construction projects of the largest solar power plants (SPP) in Central Asia, Burnoye Solar-1 and Burnoye Solar-2 in Zhambyl region, as well as SPP Gulshat in Karaganda region, the company has become a recognised leader in the construction of renewable energy projects in Kazakhstan.

Description of the project

In June 2018, during the Foreign Investors’ Council in Nur-Sultan, the European Bank for Reconstruction and Development (EBRD) and Risen Energy Co. Ltd signed an agreement to build a solar power plant in the Karaganda region. The financial package includes $22 million EBRD loan, $5.8 million loan from the Clean Technology Fund and a loan of up to $4.2 million from the Green Climate Fund.[1] The 40-megawatt solar project is in Gulshat, in the Aktogay district of the Karaganda region, around 700 km from the capital city Nur-Sultan. The development involved overcoming challenges arising from the plant’s location, including grid planning and managing the supply of materials. One of the purposes of the project is to diversify energy resources in Kazakhstan and move on to renewable energy sources. [2] 

The new solar power plant is expected to reduce CO2 emissions by 55,000 tonnes per year, contributing to the national emission reduction targets and the EBRD’s Green Economy Transition strategy.

Hi-Tech Kazakhstan Construction Company was hired for this project, the first Kazakh company involved in the renewable plant construction. The realization of the project brought more than 300 new job opportunities and 30 more will become available with the start of the operation of the plant.[3]
